None of the localized pauses have approached that structure. The territorial deadlock that blocks a peace deal is the same deadlock that blocks a durable ceasefire. Russia has shown willingness to pause tactically while maintaining its strategic objective of territorial consolidation. Ukraine has shown willingness to negotiate while rejecting any framework that legitimizes Russian control of occupied territory. A comprehensive ceasefire that doesn't address that underlying tension is either a trap or a prelude to resumed fighting — and both sides know it. Ukraine's warning that it may "recalibrate" if the UN route stalls is the most current signal of where negotiations actually stand. That's the language of a party preparing for continued conflict, not one finalizing armistice terms. The ceasefire market pricing higher than the peace deal market for the same date reflects the correct analytical distinction — a ceasefire is a lower bar than a peace deal — while still sitting in low-teens territory because even the lower bar requires closing gaps that multiple mediation rounds haven't moved. Bottom line: Watch for any proposal that both sides engage with on the territorial question specifically — that's the only variable that changes the ceasefire calculus, because without territorial framework agreement, any comprehensive ceasefire lacks the foundation to hold.
